Institutional decisions under technological uncertainty
A recurring question behind much of what I am reading, collecting, and trying to understand.

Institutions rarely get to wait until a technology is fully understood. Decisions about procurement, oversight, acceptable risk, and responsibility often have to be made while evidence is still incomplete and the system itself is changing.
The interesting question is therefore not how to remove uncertainty. It is how an institution can act responsibly while acknowledging what it does not yet know.
That shifts attention from prediction alone to process: who can challenge a decision, what evidence is considered sufficient, how assumptions are recorded, and whether a decision can be revised when new information appears.
